[SMM Survey] Hydrogen Energy Weekly Electrolyzer Industry Review (20251128-1204)

Capacity, according to incomplete statistics, the domestic market for alkaline electrolyzers remains at 43.77GW, and the PEM electrolyzer market stays at 2.7GW, with no new capacity added.

There was no public information on offline electrolyzer deliveries this week.

Hydrogen Splendor Energy successfully shipped three MW-level PEM electrolyzers to Europe.

Sany Hydrogen completed the delivery of two major projects: Shenzhen Energy's Etoke Banner and Jidian Yancheng green hydrogen production, storage, transportation, and integrated use. A total of 20 units of 1000Nm³/h alkaline electrolyzers were delivered.

Cummins' Accelera delivered a 35MW proton exchange membrane (PEM) electrolysis system to Linde Group's under-construction green hydrogen plant in Niagara Falls, New York.

Guofu Hydrogen successfully shipped a 10 standard cubic meter hydrogen production unit and a 10kW fuel cell combined heat and power system to the Clean Hydrogen Center of Excellence in Morocco.

Parr Hydrogen Technology Co., Ltd. under the 718 Research Institute of CSIC completed the final transportation and loading of ten 1000Nm³/h electrolyzers totaling 50MW, which were officially shipped from Lianyungang Port to Piraeus Port, Greece.

By September 25, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85MW of alkaline electrolyzers in Q2 (data sourced from public data and SMM survey statistics).

Updates on electrolyzer projects:

China Communications Construction Fourth Harbor Engineering Bureau Co., Ltd. as the purchaser, released procurement information for hydrogen production and related equipment for the Shanke Rongfa Green Hydrogen-Methanol Integration Demonstration Project, with funds mainly coming from the owner. The project is located in Rizhao Haiyou Chemical Industry Park, Ju County, Rizhao City, Shandong Province, and its core construction content includes an annual 20,000 tons green methanol integrated production facility and supporting facilities.

Keshiketeng Banner Jian Tou Green Energy New Energy Co., Ltd.: The hydrogen station of the Hebei Jian Tou Wind and Solar Power to Hydrogen Protein Synthesis Demonstration Project in Keshiketeng Banner completed project filing on November 27. The total investment of the project is 405 million yuan, with 81 million yuan of self-owned capital, and the planned construction period is from June 2026 to December 2030. The project is designed to produce 13,943 tons of green hydrogen annually. It is worth noting that this project was previously filed in September 2023 but had not made any actual progress since then; this filing is a re-filing.

Inner Mongolia Huadian Huayang Hydrogen Energy Technology Co., Ltd.: The investigation and design of the hydrogen station for the 1000MW wind and solar power to hydrogen project in Damao Banner, Inner Mongolia Huadian, recently initiated a second tender. The tenderer is Inner Mongolia Huadian Huayang Hydrogen Energy Technology Co., Ltd., and the required funds are self-raised by the enterprise.The project's construction content covers multiple aspects: it will deploy 700 MW of wind power and 300 MW of PV, while installing 70 wind turbine units with a single unit capacity of 100 MW; in addition, it will construct 88 water electrolysis hydrogen production units with a capacity of 1,000 Nm³/h and supporting equipment.

Gemei Yihe New Energy Co., Ltd.:Recently issued the second tender announcement for the complete set of hydrogen production equipment for the Chayouqianqi Wind-Solar-Hydrogen Integration Project (Phase I). The project plans to construct water electrolysis hydrogen production units with a rated hydrogen production capacity of 9,000 Nm³/h and a maximum hydrogen production capacity of 10,800 Nm³/h. Regarding the delivery date, the first PEM unit and the complete set of public utilities are required to be delivered within three months after the contract signing, and all equipment delivery is to be completed within four and a half months.

Sinopec Star Xinjiang Green Hydrogen New Energy Co., Ltd.:Recently released the first environmental impact statement announcement for its new-type electrolyzer industrial application demonstration project. It is reported that the project will newly construct two sets of electrolysis equipment, specifically including: one test station configured with thyristor power supply, capable of supporting the testing of new-type electrolyzers of 3,000 Nm³/h or 2,000 Nm³/h; the other adopts IGBT power supply, suitable for the coupled testing of a 2,000 Nm³/h square electrolyzer and a 500 Nm³/h PEM hydrogen production device.

Tianjin Saihong Environmental Engineering Co., Ltd.:Beijing Fupeng Technology Co., Ltd. joined hands with Tianjin Saihong Environmental Engineering Co., Ltd. to sign a strategic cooperation agreement. It is reported that the two parties will engage in comprehensive in-depth cooperation around biomass green methanol production, relying on the Tianjin Zhuchun Negative Carbon Integration Project to jointly promote technological upgrading and industrial scaling-up processes.

Huaneng Nuclear Power Development Co., Ltd. Huaneng Shandong Shidaowan Nuclear Power Co., Ltd.:Issued a tender for the High-Temperature Reactor Coupling Hydrogen Production Technology Research Coupling Design Project. It is understood that the project's construction location is Rongcheng City, Weihai City, Shandong Province. Tender scope: Complete the coupling design of a 100 kW-class SOEC device with the HTR-PM, the coupling design should minimize the impact of the SOEC device's hydrogen production on the HTR-PM's power generation, the main content includes but is not limited to layout and interface studies, safety analysis, transient characteristic research, and collaborative operation optimization.

Zhongye SEDI Engineering Technology Co., Ltd.:The Yu Hui Deep Processing Turnkey Project of Zhongye SEDI Engineering Technology Co., Ltd. issued an inquiry notice for hydrogen production and nitrogen purification complete equipment on December 1. The quantity of equipment to be procured is 2 sets, and the delivery date is set for August 5, 2026.

Shanxi Jinyuan Biomass Technology Co., Ltd.:The Phase I 200,000 mt green methanol project of the Ningxia Lingwu 300,000 mt Green Methanol Integration Project issued an EPC turnkey tender announcement. The project is located in the Ningxia Hui Autonomous Region. Total project investment: 3,268.2242 million yuan, with the bid inviter being Lingwu Jinyuan Biomass Technology Co., Ltd. The project accepts consortium bids.

National Energy Group Hydrogen Energy Technology Co., Ltd.:The "National Energy Liquid Hydrogen Refueling and Key Technology Research and Application" project completed its registration on December 1. The total investment in the project reached 373 million yuan, of which 111.9 million yuan was self-funded. The project is planned for construction from September 2026 to September 2028, with a scale including hydrogen purification capacity of 6,500 m³/h and hydrogen liquefaction capacity of 10 mt/day. It is reported that the project primarily uses blue hydrogen resources produced by the China Shenhua Coal-to-Liquids and Chemicals Co., Ltd. Ordos Coal-to-Liquids Branch coal-to-liquids project as raw material.

CGN (Wuhai Hainan District) New Energy Co., Ltd.:The Hainan District Wind and Solar Power Hydrogen Production Integration Project (Hydrogen Production Section) of CGN Solar Energy Development Co., Ltd. underwent a registration change. The construction scale has been revised to: building a hydrogen production plant with a capacity of 28,000 Nm³/h, mainly including 28 sets of 1,000 Nm³/h alkaline water electrolysis hydrogen production equipment and associated gas-liquid separation and hydrogen purification units, with a product hydrogen purity of 99.999%.

Longyuan (Huan County) New Energy Co., Ltd. Xifeng Branch:The procurement of complete equipment for the Key Technology Development and Application Project of Biomass Gasification Coupled with Green Hydrogen for Green Fuel Production recently initiated an open tender. It is reported that the project is sited in the Xifeng Industrial Park (Southern Area) in Qingyang City, Gansu Province. Its technical route is distinctive, integrating multiple technologies including "new energy hydrogen production, biomass gasification, methanol synthesis, and jet fuel synthesis." The project is equipped with a 6 MW distributed off-grid PV facility and a 1,000 Nm³ water electrolysis hydrogen production system. Upon completion, the project is expected to annually produce 2,000 mt of green methanol and 60 mt of green fuel. The specific content of this tender is one set of green jet fuel complete equipment, which, upon commissioning, is expected to yield approximately 60 mt of green jet fuel per year.

Yunnan Energy Research Institute Co., Ltd.:The Key Technology Research Project for Renewable Energy Water Electrolysis Hydrogen Production System Control issued a procurement for hydrogen production equipment, with the bid inviter being Yunnan Energy Research Institute Co., Ltd. The tender content is one 300 Nm³/h alkaline water electrolysis hydrogen production unit, including the design, procurement, and installation of the alkaline water electrolysis unit.

Policy Review

1. The energy industry hydrogen standard NB/T 11896-2025 "Code for Preparation of Feasibility Study Reports for Renewable Energy Power Hydrogen Production Projects," led and compiled by China Energy Engineering Group North China Electric Power Design Institute Co., Ltd., was officially released.

2. The first hydrogen energy standard in the energy industry, NB/T 11810-2025 "Code for Preparation of Renewable Energy Power Hydrogen Production Project Planning Reports," compiled under the leadership of the General Institute of Hydropower and Water Resources Planning and Design, was officially released and is scheduled to take effect on December 30, 2025.

3. The European Commission approved a €4 billion electrolyzer special fund, providing a 30% subsidy on equipment costs for projects with an annual capacity of ≥500 MW, and set a 2030 efficiency target for green hydrogen project electrolyzers of ≥60% (LHV basis).

4. The European Commission issued the "Clean Industrial Deal State Aid Framework," with new regulations explicitly requiring member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensuring public resources are directed towards low-carbon technologies through details such as fund allocation ratios and project timelines.

Enterprise Dynamics

Heven AeroTech: announced a $100 million Series B financing round, reaching a valuation of $1 billion. The round was led by strategic investor IonQ, a leader in the quantum computing field, with other investors including Texas Venture Partners.

Fortescue: At the end of November, the company signed an agreement with China's TISCO Group (under Baowu Group) for a pilot project on hydrogen-based plasma-enhanced steel metallurgy technology. The project aims to develop a new technology that will eliminate the pre-treatment processes for raw materials such as iron ore sintering, pelletizing, and coking, which are typically major sources of CO2 emissions in the steelmaking process.

Shuangliang Energy Systems Co., Ltd.: formally signed a cooperation framework agreement with the Spanish multinational company IDEA-TSG in Madrid. Shuangliang Group Chairman Miao Wenbin and IDEA-TSG co-founder Javier Roman Comez represented their respective parties at the signing.

China National Chemical Engineering Eleventh Construction Co., Ltd.: A major milestone was achieved in the Jiangsu Rudong PV-Hydrogen-Storage Integrated Hydrogen Production Project, constructed by its Northwest Branch, with the successful completion of the first hoisting operation for the core compressor equipment.

CSSC Peric: At the "2025 CSSC Hydrogen Energy Day" event themed "Igniting the Future, Co-creating a Zero-Carbon Ecosystem," it launched a new anion exchange membrane (AEM) electrolyzer. It is claimed that CSSC Peric Hydrogen Energy has fully mastered hydrogen production technology routes including ALK, PEM, and AEM. The newly released AEM electrolyzer achieves full-chain independent control from materials to the system.

China Energy Engineering Group: The dome closure was successfully completed for the three core single structures—the laboratory building, central control room, and public auxiliary substation—of the Shijiazhuang Luqu District PV Hydrogen Production and Hydrogen Energy Supporting Industry Project, marking the formal completion of the topping-out milestone.

CRRC : The first independently developed megawatt-level PEM hydrogen production system was successfully launched, reportedly achieving full power operation.

Instar New Energy: The company's newly developed non-precious metal electrode demonstrates outstanding electrochemical performance, achieving a hydrogen evolution overpotential of 180mV and an oxygen evolution overpotential of 245mV at 100mA·cm−2, while maintaining over 70% energy conversion efficiency and 99.9% hydrogen purity.

1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory test lifespan reaching 80,000 hours.

2. Johnson Matthey (UK) filed patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to platinum-based materials.

Technology Footprints/Technical Specifications

1. 2. Researcher Shi Le's group from the College of Environmental and Resource Sciences at Zhejiang University, collaborating with Professor Weng Xiaole's group and Professor Bruce E. Logan's group from Pennsylvania State University in the US, made a breakthrough in distributed hydrogen production via electrolysis using non-traditional water sources. The main content involves using water vapor electrolysis to directly produce green hydrogen from non-traditional water sources.

3. A research team from the School of Electrical Engineering and the State Key Laboratory of Electrical Insulation and Electrical Equipment Materials at Xi'an Jiaotong University successfully developed a Ru/Ti3C2Ox@NF bifunctional electrocatalyst for seawater electrolysis.

4. The group standard "Technical Specification for Wind and Solar Power Green Electricity Coupling Electrolysis Hydrogen Production Technology" (Number T/CIEP 0272—2025) was released and implemented by the China Industrial Environmental Protection Promotion Association. Zhongneng Dayou Energy Technology Co., Ltd. successfully developed a 100kW-level PEM electrolyzer hydrogen production multi-field coupling test equipment.

5. GKN Powder Metallurgy announced the development of a new generation of high performance, high porosity, high purity porous transport layer (HP-PTL) for proton exchange membrane (PEM) electrolysis.

6. Dr. Oh Keun-hwan's group at the Korea Research Institute of Chemical Technology developed a nanocomposite technology that simultaneously improves mechanical strength, hydrogen barrier properties, chemical stability, and thermal stability.
